CCOPAB holds the closing ceremony of the International Protection of Civilians Course

Rio de Janeiro - On April 29, the Brazilian Peace Operations Joint Training Center (CCOPAB, acronym in Portuguese) held the Closing Ceremony of the 4th edition of the International Protection of Civilians Course (CPoC).

The Course lasted two weeks and trained twenty-six future blue helmets, eleven of them from the Brazilian Army, seven from the Brazilian Navy, four from the Brazilian Air Force, two officers from friendly nations, Indonesia and Namibia, and two Police officers from Santa Catarina and Tocantins States. In the first week, the students had the mandatory pre-deployment instructions that the United Nations requires and they were gradually led to the more in-depth and specific knowledge on Protection of Civilians in Peace Operations, which was taught in the second and last week of the Course. One of the highlights of the course was the practical exercise, in which the trainees had to respond to simulated incidents related to Protection of Civilians, based on the theoretical instructions previously received throughout the two weeks.

Besides CCOPAB’s team of instructors, the Course also counted on the participation of guest instructors, with vast experience in UN Peace Operations and deep knowledge on the subject of Protection of Civilians: Major General Marco Antônio Estevão Machado, current Chief of Staff of the United Nations Mission in South Sudan (UNMISS), Colonel Hélio Tenório dos Santos, from São Paulo State Police, Colonel Francisco Augusto Pereira dos Santos, from the Ministry of Defense, Colonel Rafael Cunha de Almeida, from the Army Command and Staff College, Air Force Major Pedro Henrique Nascimento dos Santos, from the Ministry of Defense, Major Rodrigo Fernandes Ferreira, from Rio de Janeiro State Police, Major Joel Henrique Fonseca de Ávila, currently serving at the United Nations Mission in the Democratic Republic of the Congo (MONUSCO), Lieutenant Elaine Pereira Melere from Paraná State Police, also serving at UNMISS, Corporal Lorena Lima Daleprane from Espírito Santo State Police, Professor Conor Foley, from the Institute of Foreign Relations of the Catholic University of Rio, Professor Priscila Fett, expert in International Law, and Mr. Igor Barreto, researcher of the Brazilian Research Network on Peace Operations (REBRAPAZ, acronym in Portuguese).

For some years now, the topic of Protection of Civilians has been gaining more and more relevance in contemporary peace operations, since the scenarios where they are deployed demand timely and adequate responses to the increasing challenges imposed on the blue helmets by the threats and negative impacts of armed conflicts suffered by local civilian populations.
