CCOPAB carries out 2nd Annual Meeting of the Brazilian Network of Research on Peace Operations

Rio de Janeiro – The Brazilian Peace Operations Joint Training Center (CCOPAB, acronym in Portuguese) and Igarapé Institute carried out the second yearly edition of the meeting of the Brazilian Network of Research on Peace Operations (REBRAPAZ, acronym in Portuguese). The event was held at the Brazilian Army Command and General Staff College (ECEME) on July 5, gathering military authorities, civilians, diplomats and members of universities who study peace operations.

REBRAPAZ is divided into four work groups: protection of civilians; use of force; capabilities and performance; women, peace and security. Each group arranged a roundtable to debate themes related to its line of research.

The aim of the meeting was to discuss “Cruz Report”, which was made by General Carlos Alberto Santos Cruz, that goes over measures to mitigate the growing violence against United Nations blue helmets, which caused an increase of casualties of military personnel in peace missions. The report was requested by UN Secretary General, António Guterres, to General Santos Cruz and was released early this year.

Besides the participation of Lieutenant General Santos Cruz, former Force Commander in Haiti and in Congo, the meeting was also attended by General Gerson Menandro Garcia de Freitas, Military Advisor of the Permanent Mission of Brazil to the United Nations (videoconference); Lieutenant General André Luís Novaes, former Commander of the Peacekeeeping Operations Center (CIOPaz, precursor of CCOPAB); Major General Edson Diehl Ripoli, ECEME’s Commander; Major General Kleber Nunes de Vasconcellos, Chief of the Peace Missions, Aviation and Military Police General Inspector of the Land Operations Command; Major General Vinicius Ferreira Martinelli, Director of the Board of Technical Military Education; Representatives from the Ministry of Defense, Ministry of Foreign Affairs, United Nations Information Center in Rio, Igarapé Institute, Catholic University of Rio de Janeiro, Brazilian Army War College, ECEME, University of Curitiba, University of São Paulo State, Navy War College, Navy Peace Operations Unit of Admiral Sylvio de Camargo Training Center, Brazilian Air Force Captains' Advanced School, Galeão Air Base and from the Command and General Staff College of the Brazilian Air Force.
