Discurso do Brasil na Cúpula sobre Operações de Paz da ONU

Em 28 de setembro de 2015, líderes de mais de 50 países reuniram-se para uma cúpula sobre Operações de Paz das Nações Unidas, trazendo a promessa de novos compromissos e reforço das capacidades já existentes.

"Distinguished Participants,

Brazil welcomes today's meeting as an opportunity to build on the efforts of the UN Secretary-General to conduct a comprehensive review of peacekeeping operations. We hope this summit will contribute to foster a broader discussion, under the auspices of the General Assembly, on the recommendations put forward by the Independent High Level Panel.

Mr. President,

As we gather here today in search of much-needed new commitments, one must note that the implications of being a troop-contributing country (TCCs) have changed. Our citizens are being deployed in riskier and more demanding situations.

Yet most TCCs have no control over the mission's mandates, as they continue to be excluded from decision-making processes. Dialogue between the Security Council and TCCs must be institutionalized. The informal praxis of presenting to the Council an initial draft resolution previously negotiated with relevant troop contributors should be expanded. We need to balance the perspectives of the ones crafting the mandate and the ones implementing it.

Mr. President,

Brazil is doing its part. Our commitment to UN peacekeeping has translated into the deployment of over 46 thousand uniformed personnel since 1948. As of today, we provide the largest military contingent for MINUSTAH, in Haiti; the flagship vessel and the command of the Maritime Task Force of UNIFIL, in Lebanon; as well as leadership for MONUSCO, in the DRC. As we speak, 1300 Brazilian peacekeepers are on the ground.

Brazil stands ready to further diversify its engagement and pledge additional support.

Pending congressional approval, we have the capacity to deploy a full Battalion of 850 troops, which can include a Company of 250 Marines. We can also offer a Level II Hospital Unit, including 63 military personnel.

Furthermore, Brazil is ready to provide another 20 Military Observers and 20 Staff Officers to the UN.

Finally,

The Brazilian Peacekeeping Training Center (CCOPAB) is willing to increase its cooperation programs: one International Mobile Training Team could hold two ten-day courses a year; and the Center could host another two UN certified courses, lasting up to 4 weeks, benefitting 25 blue helmets each.

Our firm commitment stems from the unwavering belief that there is no substitute for the United Nations in the promotion of peace.
